One of the biggest connections for bigger weapons and technology dealers is the Technologis, who will buy off Xenos tech that they could never hope to acquire without openly defying authority. They will take scavenged ancient and exotic Alien technologies to study from Black Market dealers, often through compensation of money or Rare tech the Technologis only has access to. This is possibly the most lucrative as it has led to groups of adventurers forming to search for long dead alien tech, or stealing tech from aliens all in the hopes of making money. The New Covenant Black Market is a newer source of Revenue for the much freer market the New Covenant has. This is mostly a result of the Large Fleet the Populace now occupies, meaning it is harder to keep track of business deals when done by individuals. After much trial and error, the New Covenant Black Market has come to learn how to optimize its dealings without drawing attention to itself, and one of the biggest ways to do that is to be a security risk. As a Black Market they will deal with just about anyone, under one exception, they are Human. The prejudice against Xenos Stems into the Black Market as well as anywhere else, but that is really about the only hindrance. Where those weapons or items go after though is not their problem for the right price.
Locations
In Order to keep running the various underground dealings that make up the Black Market, they usually meet outside of systems and in unihabited or remote systems. These include dead worlds, that cannot support life any longer or never will,Death Worlds which are quite the opposite of dead worlds because everything on the planet is very lethal and it is why most remain uninhabited, deep space is another local, but it is usually done in a definable area and so some sort of celestial phenomenon such as a distant Neutron Star or near a Nebula.
Generally anywhere they cannot be bothered by regulations, but still be capable of a hasty retreat back to the safety of their home fleets. Rarely are business meetings held on terrestrial world, and its usually just ships capable of landing that do this, so remote safe worlds are preferred, unless the business involve dangerous hunting.
Dealings
The Black Market usually as connections with legitimate businesses, and many times dealing in the black market are done by legitimate businesses, as the Black Market is not an extremely scary place in all its parts, and is much like a market place, just with the non civilian merchandise or things that are harder to come by at a cheap price or dealing in the exotic that are not done in plain sight and only available to those actually interested.
