The Kaveni Empire is the name of the ruling Aristocracy that controls the Kaveni people and her worlds. The Kaveni Empire is not a Empire in a literal way. There isn't a single all powerful ruler, but instead there is a counsil of 40 of the highest ranking military officers and 40 civilians who hold substantial amounts of power, money or charisma.
